p 5
| Quote: | Flood assessments of the dam indicate that flood mitigation benefits can be provided downstream, particularly for Gympie, but provision of those downstream benefits may impose flood impacts on areas upstream of the dam around the inundation area.
I have therefore required that opportunity is provided for all directly affected individuals and organisations to express their views and comment on any proposed strategies for flood mitigation. The final operating strategy must be approved by the Coordinator-General and the Dam Safety Regulator prior to the commencement of construction. |
Total lack of concern for the upstream flooding risk to people in 3 towns that are below the height of the dam wall. Flood gates do fail as evidenced by Lenthall's dam last year. How can people express their view when the flood modelling is inaccurate and hasn't been corrected since the EIS was originally released. No new flooding maps have been issued. There was no allowance for slope on the flooding, tributaries like Casey's gully not included and mislabling of some tributaries including Coonengibber ck.
Flood mitigation benefits that will only marginally assist Gympie at the expense of flooding three towns upstream of the dam wall in areas that have never flooded before. Flood studies do not support local knowledge and that there is a large risk of flooding extending higher than the EIS predicts and that the risk of overtopping the dam wall is higher than has been claimed in the EIS.
Similarly for downstream Gympie, what isn't being explained is that the peak height may be less (in the 1999 flood the peak height would have been about 4m lower) but the flood would have still cut the bridges for about twice as long.
Recommendation:Under the social impacts (which the EPBC Act can consider), a call to Minister Garrett to request more information from QWI for three dimensional flood modelling and have the obvious errors corrected for a number of mislabeled tributaries to reassess the flooding predictions and a dam failure impact assessment. An updated flooding map must be released to the public. |
